Why do i get a dry chapped top lip in the summer?

i keep using chap stick but it seems to go and come. it itches sometimes. i use Burt's Beeswax lip balm. this all started 2 summers ago i bought some cheap bad chapstick from the gas station and ever since then even when i stopped using that chapstick and bought good plan kind it still doesn't seem to help much. could it be ?...i know that's bumps but could early be itchy chapped lips? don't laugh ....just a serious question because this has been going on for 2 summers now. i want a cure to whatever it is !
